Make sure Polyline and Freeform tools are in good working order

Description

Make sure that Polyline and Freeform tools work well by Friday 4/27. This involves fixing bugs #104 and #111, ensuring that the tools work conveniently with high-res. 16bit images, and possibly implementing ticket #116.

Marking as fixed. Will file additional changes to FreeformTool and PolylineTool as new tickets. Ticket #111 is a problem outside the scope of Polyline and Freeform tools alone.
