Decide where instance of SpreadsheetLauncher should live

Description
There only needs to be one SpreadsheetLauncher, instantiated once at initialization. Where should it go? Should it belong to the OverlayManager, the OverlayWidget? Should it have any static methods (as it does now, for getting the path to the default spreadsheet application)?
