Readd configurable caching support to Data Browser using Bio-Formats caching package

Description

The old version of the Data Browser had flexible caching support with an options window. We need to put this GUI back, and link it to the Bio-Formats caching package, loci.formats.cache, to allow the Data Browser to cache more than one plane at a time.

We are planning to investigate use of the Bio-Formats caching package in OMERO.insight, so the importance of having a working example has increased.
