Allow ImageJ plugin to check for updates

Description

The ImageJ plugin should have an option to automatically check for new releases of loci_tools.jar. This option can be turned on by default, but a message explaining how to turn it off should be presented when the user first starts ImageJ.

(In [4728]) Added majority of upgrade checking functionality (see #327). Does not yet accurately return whether or not a new version is available, as the registry only returns the latest OMERO server/client version.

(In [4812]) Added ImageJ plugin that will download the latest trunk, daily or stable build. This plugin is automatically called if upgrade checking is enabled and a new stable version is detected; it can also be called manually using Plugins>LOCI>Upgrade LOCI Plugins. Closes #327, see #263.
