Additional logic for handling background issues

Description (last modified by curtis)

When fitting exponential curves, the c value represents the background. The user should have the option of fixing it to a specified value, or it should be gleaned from the calibration information (see tickets #84, #135 and #183).

There is also an issue with bleed-through from one excitation into the next, since the system is fixed at 12.5 ns and the tail end of one excitation may slightly impact the following excitation -- and since this impact may be variable, the c parameter is no longer completely constant. The SPCImage software handles this issue with a feature called "incomplete exponentials," which we should research (read the B&H manual in data/specs/sdt).
